Finance Minister Jorge Quiroz clarifies scope of memoranda in 2027 Budget bill formulation process
The minister clarified that these are routine technical guidelines in budget design that include program evaluations to improve their execution, without affecting current public policies.
The Ministry of Finance reported that the memoranda sent to various government agencies in the course of formulating the 2027 Budget bill correspond to an initial and routine stage of the budgetary cycle, in which technical guidelines and background information are provided to support each ministry's proposal development.
In this context, Finance Minister Jorge Quiroz explained that "the communication sent is a memorandum, not a decree. The memorandum is part of the medium-term budget formulation process. It contains programmatic guidance, but it is not a spending reduction decree; rather, it represents guidance for spending containment and evaluation."
The minister emphasized that these memoranda incorporate information from the public expenditure monitoring and evaluation system developed by the Budget Directorate (Dipres), with the objective of supporting technical analysis of existing programs. "These are background materials that help identify areas for improvement in the execution of various programs, based on evaluations that have been conducted systematically over time," he stated.
In that regard, he clarified that the recommendations contained in the annexes refer exclusively to programs in their current format and do not constitute a questioning of public policies. "Current public policies are not under discussion. What is being evaluated is the manner in which these policies are implemented, to ensure that resources are utilized with greater efficiency and effectiveness," he noted.
The minister added that this type of evaluation has, in various cases, identified relevant opportunities for improvement. "There are programs where, according to Dipres analysis, implementation issues have been detected, and what is required is precisely to review how things are being done to ensure that policies achieve their objectives properly," he stated.
Finally, the Ministry of Finance reiterated that decisions on the 2027 Budget will be adopted within the framework of the corresponding institutional process, which culminates in the submission of the Budget bill to the National Congress, the venue in which public spending priorities are defined.
